  1. The Prison Official has actual Criminology in spades. He knows the theories behind criminal behavior, the statistics on recidivism, and so forth. His Criminology involves actual deviant/criminal behavior; he is unlikely to be trained in crime scene investigation or the like.
  2. Bureaucratics, Criminology, and PS: Prison Management.
    With these skills at his disposal, the official is able to assign prisoners to cell blocks where they can do the least (or most) harm and/or have influence; he decides who gets to go outside when; how the showers are handled; which prisoner is allowed to handle which responsibilities (such as book cart, dinner cart, lunch line, so forth); and the like.

    Most prisons do keep records on their officials, making it harder for one who is dismissed from his position to be hired at another - but it isn't unheard of.
    Prison officials not only have to answer to their higher-ups, but also to the taxpayers, media, and government officials. Of course, like most businesses, there is a tiered policy in place, meaning that most officials answer only to their immediate supervisor(s), who then answer to their immediate supervisor(s), and so forth.

 

Personnel

It takes many specialized people to effectively run a prison, from secretaries to guardsmen, from psychiatrists and medical workers to technical advisors, and so on. The following package helps define these personnel. Inmates are assigned specific, non authority-related tasks - such as cooking, cleaning, entertainment, etc. - which keep the prison running in top form. Keep this in mind when designing a prison or Stronghold. Other suitable packages include: Nurse, Psychiatrist, Medical Doctor, Secretary, and more.

Prison Bureaucrat/Official Package

This includes the warden and his immediate underlings, as well as many others in lesser positions of authority. The bureaucrat's main duty is handling prison management, but other pertinent matters include the prison's public image, media and press relations, working with other bureaucrats and city officials to secure funding and programs, and the like.

There is generally no need to do a full write-up of any personnel - even the warden - unless you specifically plan to campaign within the overall confines of a prison system or Stronghold and/or it has a very direct bearing on the game. This depends largely on the Campaign Tone (S, 23) and whether or not your PCs turn their foes over to the authorities or just beat them senseless, etc. Statting-up further personnel and other details about your Stronghold can also be fun for GMs who enjoy such detail in their games.

All prison bureaucrats are at least Competent Normals (p. 133) and have collegiate degrees in one or more areas.
